Planning
At its regular meeting on July 21, 2025, the Reagan Hospital District’s Board of Trustees unanimously approved placing a $25 million bond measure on the November 4, 2025 ballot. If approved by the voters, the bond will fund several initiatives, including:

construction of new assisted living and independent living facilities

construction of a new wellness center and medical office suite for visiting specialists

upgrades and renovations to the District’s physical therapy department.
The projects proposed through Measure A stem from an evaluation by the District’s senior leadership team’s review. This review focused on the condition of its existing facilities and evolving health and wellness services provided to the local community. After discussions, the leadership team reached a consensus on a set of priorities to recommend to the Board.
Bond financing is a type of long-term borrowing commonly used by local governments to fund capital improvements. Through the sale of bonds, the District receives upfront funding to begin construction and upgrades. Over time, the District repays the amount borrowed plus the interest.
The bond program includes a general obligation pledge, meaning the bonds are backed by the District’s authority to levy taxes on all taxable property within its boundaries. These bonds are secured by the District’s available revenues and its ability to collect ad valorem taxes, as permitted by law.
